Colin S. Todd, MBE, M.D. of C.S. Todd & Associates Ltd
Specialist in fire protection of buildings, including automatic detection and alarm systems, fire risk assessment and application of fire safety legislation. Over 45 years experience in the fire safety field and able to advise on fire safety, design of buildings, means of escape, fire risk assessment and issues relating to management of fire safety in buildings. Qualifications include a post graduate in fire engineering, chartered physicist, chartered building engineer and chartered engineer.
In 2021 Mr Todd was awarded the Margaret Law Award which recognizes individuals who have pioneered advancements associated with the engineering fire safety of the built environment by the Society of Fire Protection Engineers (SFPE). In 2017 Mr Todd was voted by his peers as number one in fire safety in the IFSEC Global Top 50 influencers in security and fire.

Colin Todd formed C.S. Todd & Associates Ltd in 1982, after years of experience in risk management and fire protection engineering. His team includes both chartered engineers and fire safety professionals with local authority fire and rescue service experience. Consultants undertaking fire risk assessments are all listed on the IFE’s register of fire risk assessors. Colin and senior consultants who undertake validation of fire risk assessments are also registered by the Institute of Fire Safety Managers at Tier 3, verifying their competence to carry out fire risk assessments for complex buildings.
The practice offers consultancy services in all aspects of fire safety, including fire risk assessments, surveys and audits, fire safety design and management, fire engineering/fire safety strategies, specifications for fire protection systems such as sprinklers, fire detection and alarms and gaseous extinguishing systems, and fire training. The practice also conducts investigations into the suitability of existing fire protection systems and fire safety designs and acts as expert witnesses for defence or prosecution in cases involving fire safety legislation and for civil litigation cases.
Under Todd’s stewardship C.S. Todd & Associates Ltd has also been instrumental in educating responsible persons on their legal role since the Regulatory Reform (Fire Safety) Order 2005, which placed the burden of responsibility for fire safety squarely on the shoulders of building owners or managers, was introduced. The practice is certificated by the National Security Inspectorate (NSI) under the UKAS accredited scheme for companies that carry out fire risk assessments, BAFE SP205.
It was also the first consultancy practice to be registered with BAFE for the design and verification of fire detection and alarm systems under the SP203 scheme.
The practice also conducts investigations into the suitability of existing fire protection systems and fire safety design and acts as expert witnesses for civil cases and cases involving breaches in fire safety legislation
