Steven Palmer is a Chartered Building Surveyor & Chartered Building Engineer with over 40 years experience in construction and engineering.
With a career beginning in 1974 Steven originally trained and worked on site as a plasterer gaining valuable insight into the practicalities of building site operations and building techniques. For 10 years from 1982 to 1992 Steven was employed in various sales and management positions by a national builders merchant where he passed many of the examinations set by the Institute of Builder Merchants becoming an expert in timber and building materials and the defects they suffer from. Steven undertook a Building Surveying sandwich degree between 1992 and 1996, including one year working as a surveyor for a bank.
On graduation Steven initially worked in construction site management and project management but came back to building surveying in order to qualify as Chartered Building Surveyor, which he did in 2003. During this period and since Steven has worked mainly for private individuals, social housing providers and for consulting firms, including six years as the principal of a firm of Chartered Building Surveyors.
Since qualifying as a Chartered Building Surveyor Steven has prepared expert witness reports in connection with:
Disputes between building contractors and their customers, professional negligence and personal injury cases.
Boundary Disputes.
Housing Disrepair claims.
Claims for breach of contract by contractors and sub-contractors.
Service charge disputes.
Dilapidations
Professional Negligence
Personal Injury cases
He has an extensive knowledge of building techniques and materials, coupled with a good understanding of site practice. Steven is well able to work or liaise with others as part of a team, whether other construction/property professionals or lawyers.
From 2000 to 2005 Steven Chaired the South London branch of the Royal Institution of Chartered Surveyors spending much of his time organising Continuing Professional Development for members of the profession.
