Neil has worked in acoustic consultancy since 1983. In 1994 he joined Vernon Cole to establish Cole Jarman. Neil has built a strong reputation in planning and has extensive experience presenting evidence at appeal public inquiries and hearings. He also undertakes other expert witness appointments including as a single joint expert. These appointments have been cases including on noise nuisance (including sound insulation of buildings, industrial noise and school noise) as well as hearing damage. He has attended court (to High Court level) and licence hearings. He has extensive experience on architectural and building services acoustics.
Neil is an experienced practitioner advising on environmental, architectural and building services acoustics for developments throughout the United Kingdom. Being trained as a building engineer means he has a good understanding of the requirements of other design team members in developing solutions to acoustic design issues. He is skilled in Noise Control, Sustainability, Acoustic, Mixed-use, and Acoustics.
Neil has over 25 years experience as an expert witness. He has prepared reports presenting evidence in court (including the High Court) and at planning inquiries. He has acted as a joint single expert.
