Mr. Brian Allan

Brian Allan is Managing Director of the commercial and dispute resolution firm QSI Consultancy Group and a Chartered Quantity Surveyor with over 30 years of construction industry experience covering Europe, the Far East and the Middle East.

Brian has represented both public and private sector clients in the prosecution and defence of construction claims, and in conciliation, mediation, adjudication and arbitration proceedings. Brian is a testifying quantum expert.

Brian’s experience covers a wide range of construction related projects including; nuclear and conventional power plants, airports, highways, bridges, rail, marine works, information technology systems, tunnels, sewage treatment schemes, power transmission, factories, schools, offices, hotels, hospitals, sports stadiums, retail outlets and shipbuilding. In his role as Managing Director he provides oversight for multiple international assignments. Brian is also an RICS assessor and an experienced trainer and speaker. Additionally, he has had articles published in the international construction press.

Selected experience includes:

High-rise Residential Tower Project, Dubai – DIFC Courts Case, Panther V. MESC.  Appointed by developer as Quantum Expert to give opinion on admissible amount of the parties’ respective claims. Cross-examined in Trial. DIFC Judgment of Justice Sir Richard Field: “Mr Allan struck me as a very careful and thorough witness.”

Doha Metro, Qatar – ICC Arbitration.  Appointed by Main Contractor Joint Venture as Quantum Expert in consolidated arbitration involving four subcontracts. Cross-examined in Hearing.

12km Waste Water Tunnel Project, KSA – ICC Arbitration. Party appointed Quantum Expert to give opinion on admissible amount of the parties’ respective claims. Cross-examined in Hearing.

2.4km Vehicular Tunnel Project, Abu Dhabi – ICC Arbitration. Party appointed Quantum Expert to give opinion on admissible amount of the parties’ respective claims. Cross-examined in Hearing.

Shipbuilding Project, Abu Dhabi – DIAC Arbitration.  Party appointed Quantum Expert to give opinion on admissible amount of the parties’ respective claims. Cross-examined in Hearing.

EPC Contract for Upgrade of Existing Water Injection and Water Treatment Facility, Oman - ICC Arbitration.  Tribunal appointed Quantum Expert to determine value of works done upon termination and admissible amount of the parties’ respective claims for damages. Gave evidence in Hearing.
