Mr Arfon Powell is a Consultant Oesophagogastric & General Surgeon, based in Cheshire.
Mr Powell delivers a tertiary level practice in oesophagogastric surgery including, managing patients with oesophageal and gastric cancer, complex benign hiatal conditions including revisional surgery, and bariatric surgery including the management of complications. He also offers a tertiary level therapeutic endoscopy service which includes the placement of stents and radiologically supported endoscopic dilatations for complex strictures. Also delivers a secondary level practice in the breadth of General Surgery including emergency and trauma surgery.
Mr Powell has an active role in undergraduate and postgraduate medical education. He is the trust specialty training lead for General & Oesophagogastric surgery. A GMC accredited clinical and educational surpervisor. Also the education lead for higher surgical training in General Surgery for Health Education England – North West School of Surgery. Regularly sitting on assessment panels for trainees during their Annual Review of Competency Progression (ARCP).
Mr Powell is an honorary Senior Clinical Lecturer at the University of Manchester. With a proven academic track record in biomarker discovery and prognostication in cancer. His PhD was written on molecular genetics of colorectal cancer from the University of Glasgow.
He has co-authored 95 peer-reviewed papers and have given over 20 international oral presentations at scientific conferences. In 2019, he won the Moynihan Prize for the best paper at the Association of Surgeons of Great Britain & Ireland annual international congress. Mr Powell undertakes peer review of submitted articles to the British Journal of Surgery (BJS) and is a member of the associate editorial board.
Mr Powell has Expert witness/Medico-legal experience, with special interest in the management of
• Oesophageal and gastric cancer
• Complex hiatal hernia surgery including revisional procedures and the management of complications
• Bariatric surgery including the surgical and endoscopic management of complications
• Upper GI endoscopy including advanced therapeutics (dilatations, stents, and insertion of feeding tubes)
All reports comply with the Civil Procedure Rules 1998 (revised Oct 2009) and he has undertaken training in the principles of the Test cases of Bolam (England and Wales) modified by Bolitho, Bailey (England), Hunter (Scotland) and Montgomery.
Attended Inspire MediLaw’s two day Expert Witness Training course which is accredited by the Royal Society of Medicine and covered: Expert Evidence: The Law and practice, Report writing, The process claim, Data protection for medico-legal experts, GMC workshop on ‘Acting as a witness in legal proceedings’. Addressing the legal issues – breach of duty, causation, condition and prognosis, medical advice and consent, Expert Witness meetings – discussion of experts, joint meetings, and conference with council and Court room skills.
